Debbie A. R. Townsend
Debbie Townsend serves as Vice-President and Consultant with R. L. Townsend & Associates, Inc. which is dedicated to providing high quality cost effective construction contract audit and management advisory consulting services. She has been with the firm since May 1997.
Ms. Townsend's experience includes conducting contract compliance audit and consulting services for multi-million dollar facilities, hospitals, office buildings, manufacturing facilities and apartment complexes.
Prior to joining R. L. Townsend & Associates, Inc., she spent 13 years at EDS in the Internal Audit Department. Eleven of these years were spent in an audit management capacity with responsibilities over various functional, business and global areas. Functional responsibilities included core financial operations, real estate and construction, and infrastructure/client server operations. The strategic business units she was primarily involved with included financial services/electronic markets, manufacturing, and transportation industries. The one constant in her career at EDS was in contract auditing. During her 13 years, she audited many contracts, provided advisory services, participated in request for proposal phases and due diligence activities. She was instrumental in the development of an RFP and the successful outsourcing contract for SAS 70 services on a national level. She also worked with numerous external customer auditors as well as developed audit clause language for the legal department.
Debbie also spent six years at JC Penney prior to working at EDS. There she worked as an auditor in field services and later as a senior auditor on the real estate and construction staff.
Ms. Townsend is a Certified Public Accountant, Certified Internal Auditor, and Certified Fraud Examiner. She has been a member of the Dallas Chapter of the Institute of Internal Auditors since 1981. Past positions held with the Dallas Chapter include Board of Governors, Chapter President as well as various officer and committee chairman roles. Debbie was also Co-Chairman of the 1987 International IIA conference held in Dallas and participated on the program committee for the 1998 International IIA Conference. She also served as Vice Chairman of the UNT Internal Audit Advisory Board.
She is a graduate of California State University at Fullerton where she received a BA in accounting.
